The name of the study means ?The short arm - a study in diversity and arm?s length in the cultural collaboration model?. Right now there is a reform in the Swedish cultural administration where the responsibility for handing out state funds and grants to cultural organizations is changing from the state government to the local regional governments. The purpose of this study is to map the organisational changes caused by the reform and investigate how this affects the regional policies concerning cultural diversity and the arm?s length principle.

The recent development in society, such as the increased digitalisation, has brought new terms for both production and consumption within the cultural field. One of the main goals within Swedish Cultural policies today is that everyone should have the same opportunities to practice and participate in cultural activities, with the right to develop their creative abilities. The Cultural policies also contain the possibility to encourage spontaneous culture practice. The question is how to reach this goal.During the spring of 2012 I have been examining the term ?spontankultur? (spontaneous culture practice) as it appears in the discussion around participation in cultural activities and its connection to creativity.

The aim of this study is to explore local cultural policy documents in the municipality of Gothenburg Sweden, and, more specifically, to investigate the concepts of cultural planning and instrumental cultural policy. Cultural planning is in this thesis seen as a result of an instrumental view of cultural policy. The theoretical framework consists of the theories of Danish cultural policy researcher Dorte Skot-Hansen. She describes cultural policy in urban areas as founded in motives such as economy, social issues, entertaining and enlightenment. A qualitative text analysis is performed in order to see if the purpose of the Cultural policies is to focus on cultural planning as formulated in the document Kulturpolitisk strategi ? version 1.0, adopted by the city council in 1998.

In order to achieve comparability, which is one of the fundamental principles of accounting, companies should be consistent concerning the accounting policies they use. Only under certain circumstances changes in accounting policies are allowed, and when there is a change in accounting policies, it is important that the change is reported in a way that assures that the financial reports still achieve comparability. The purpose of this thesis is to establish which rules and recommendations about changes in accounting policies that exist in Swedish and German law and what their meaning is. Further, the purpose is to compare these rules and recommendations and discuss their differences and similarities, advantages and disadvantages. Since publicly traded European companies will be obliged to prepare their consolidated accounts in conformity with International Accounting Standards (IAS) from 2005, I also describe the content of IAS 8 which deals with changes in accounting policies, and discuss what the consequences of this transition might be for Swedish and German publicly traded companies considering changes in accounting policies.

The aim of this study is to look closer at collection development and the use of collection development policies in Swedish public libraries, with the help of a few examples. Through interviews with three librarians in three different public libraries and an analysis of these libraries? collection development policies, the authors try to find out how the creation of collection development policies takes place in these libraries, how these librarians use the policy, how these policies have been followed up and revised, and also to see what the policies of these libraries include. The material of the study suggests that a lot of work is required to write the policies, and that the written policy itself is seldom used by the librarians. The interviewed librarians still find the policies useful because the writing of them gave a detailed understanding of what the collection of the library contains.

This thesis aims to develop a theory in the under researched field of international comparative cultural policy studies. lt does so by combining theories from the fields of political scienceand cultural studies, researching how and to what extent the concepts of culture of different states have an impact on the way Cultural policies are constructed.The thesis uses this theoretical development in order to research a specific problem, namely the perceived possibility that Swedish and German cultural structures are slowly converging. Two recent official policy documents from each country are the objects of study. Through comparative idea analysis and with Michiel S. D Vries theories on decentralization, the thesis explains the convergence between the countries by differing cultural views between them.

The rise of the Swedish Democrats, as a political party in Sweden, has been surroundedby controversy both within and outside of the media. As such a polarizingtopic, the party has been the focus of negative and positive attention. On onehand it has been considered a racist and xenophobic party due to its policies onimmigrants. On the other, it has also been seen as a solution to what has been consideredby some to be a constant problem in Sweden, for those same policies.These policies are motivated by what the party perceives as a threat to Swedishsociety. That is to say, immigrants are a threat to Sweden because of thechanges they impose on the Swedish identity.

Early Swedish films from the 1910?s and 1920?s are not only an important part of Sweden?s cultural heritage, but also an important part of the international film heritage. This period is often refereed to as the golden age of Swedish film history. Despite this fact, the possibility to watch Swedish films from this period is very small and the main purpose of this thesis is to examine why the availability of these films has such low priority in the Swedish film policy and at the Swedish Film Institute. With the use of policy analysis, I study governmental policies and policies from the Swedish Film Institute for early Swedish films and seek to identify the policy problem and its different parts.

The purpose of this Masters Thesis is to explore the process of selection that librarians face when selecting and acquiring cultural magazines to public libraries. The methods used are qualitative interviews and literary studies. A brief review is given of acquisition policies at public libraries and of cultural magazines and the important role they play in public libraries. Five interviews have been made at five public libraries to find out what factors affect the process of selection when it comes to cultural magazines. Two theories are used as a basis for the analysis of the result of the interviews and literary studies.

With the Culture Survey 2009, the Cultural policy in Sweden has got a new direction. The new direction emphasises the importance of broadening the non-public funding for the cultural sector. The new direction opens up new phenomenon to establish themselves in Sweden. Crowdfunding is such a phenomenon. Crowdfunding is an online-method "by which the individual becomes financiers of projects and activities they have passion for" (Jakten pa? medborgarfinansiering, 11).

The aim of this Master?s thesis is to survey what personal encounter at the library can signify, and to examine Swedish public libraries? policies for personal encounter. The posed questions are: What does personal encounter at the library signify? How are users and library staff represented in the collected policies? What do the policies say about digital encounter? 290 e-mail queries were sent to Swedish public libraries in May 2010. Of 140 responses, 107 stated that they did not have a written policy on personal encounter.

As well as other politic fields, the cultural politics adapt to changes in society. The development in society has brought attention to the interaction between the cultural field and the economic field. One of the main goals within Swedish Cultural policies today is the development of cultural and creative economics. Politicians and researchers claim that culture can be a significant part in economic growth in cities and making a place attractive to live in.I became interested in the discussion around the cultural experience as a factor of economic growth when I participated in a seminar at Karlstad CCC during Kulturparlamentet 2012. When I then started working at the music festival Putte i Parken during the spring of 2013 I thought about making this study.The main aim is to investigate in which way Putte i Parken can be a factor of growth and a factor of making Karlstad an attractive place to live in by analyzing documents, reports and literature in a qualitative way of working.

As scholars argue, there has been a rapid diffusion of civic integration policies in Western Europe the last decade. In the light of the debate about the extent of civic integration policies, recent studies have shown that the diffusion is limited to certain countries. Despite a flurry of literature based on civic integration policies, attention drawn to the implication of these policies has been quite inferior. This paper tries to examine what civic integration policies means in relation to immigration. Are civic integration policies used as an informal tool for the purpose of limiting certain groups of immigrants? I argue in this paper that the conditional factor in the civic integration policies creates a barrier for affected immigrants and their possibilities to gain long term residence.

Integration policies have failed to make diversity into anything more than occupying the same physical space. People of different cultural background still do not share their lives to any real extent. Attempts made within planning and landscape architecture to catalyst the integration process have mainly been focused on structural measures, such as residential policies. As for outdoor environments, non-verbal casual encounters in the shape of crossing paths are assumed to lie at the heart of urban social integration.The aim of the thesis is to question this assumption and, as the thesis will show, there is literature supporting this aim. Looking at the works of Gordon Allport, Lewis Coser and some of their followers, I find intercultural contact to require more complex ways of interaction in order to reduce prejudice and to generate tolerance and understanding.
